Chang, Earle Hepburn Professor of Law, and Sarah Paoletti, Practice Professor of Law and director, Transnational Legal Clinic, discuss the ruling on DACA, calling the original decision to terminate DACA was “arbitrary and capricious,” and that prior case law does not prevent the executive branch from exercising its prosecutorial discretion to shield unauthorized immigrants from removal.
