To find out if federal funds go to hospitals that serve low-income patients, LDI senior fellow Paula Chatterjee, and other researchers conducted an in-depth analysis of the Medicaid Disproportionate Share Hospital program. Federal statute outlines criteria for identifying hospitals that must receive payments, but little is known about how states allocate payments outside of those criteria—or what impact they have on access to care for low-income Americans.
