Michael C. Horowitz

The associate director of Penn’s Perry World House, Dr. Horowitz and has authored many books, including Why Leaders Fight and the award-wining The Diffusion of Military Power: Causes and Consequences for International Politics.

He’s a leading authority on military innovation, drones, artificial intelligence, the role of leaders in international politics, forecasting and the relationship between religion and international politics.

Dr. Horowitz has testified before the U.S. House Armed Forces subcommittee on Seapower and Projection Forces in Feb. 2016. During its “Carrier Air Wing and the Future of Naval Aviation” hearing, Horowitz discussed how the U.S. can best leverage emerging technologies and develop the organizational capacity to retain its edge in projecting military power.
