The Center for Ethics and the Rule of Law (CERL) at the University of Pennsylvania will be hosting a conversation with Pulitzer Prize-winning author Spencer Ackerman on his book “Reign of Terror.” As a national security correspondent, Spencer Ackerman has also reported from the frontlines of Afghanistan, Iraq, and Guantanamo Bay.
