Penn President Amy Gutmann signed a memorandum of understanding with Pat Gillespie of the Philadelphia Building and Construction Trades Council in 2007 to launch the Lucien E. Blackwell Apprenticeship Program in cooperation with the Philadelphia Building and Construction Trades Council.
Named in honor of the late Lucien E. Blackwell, a member of the Philadelphia City Council and U.S. House of Representatives, this two-year program provides skills-training opportunities to residents of West and Southwest Philadelphia in carpentry, electrical work, painting, cement and brick masonry, steam fitting and other fields.
