To address Russian cyberhacking during last year’s Presidential election, the proliferation of “fake news,” and the stepped-up use of “active measures” by the Russian government to influence U.S. policy, the Center for Ethics and the Rule of Law (CERL) at the University of Pennsylvania will host a special, half-day event on April 18 featuring a lecture by General Michael Hayden, former Director of the CIA and the National Security Agency.
The event will also include a moderated audience discussion with Gen. Hayden led by CERL’s Founder and Faculty Director and Algernon Biddle Professor of Law Claire Finkelstein.
The day’s events are being held in conjunction with the American Enterprise Institute (AEI) in Washington, D.C, and with support from the University of Pennsylvania’s Center for Advanced Research in Global Communication (CARGC).
Leading up to General Hayden’s speech, CERL will hold two interdisciplinary panel discussions on various aspects of the problem of foreign interference with democratic institutions. Featured participants include:

The Center for Ethics and the Rule of Law (CERL) is a non-partisan interdisciplinary research and policy institute, housed at the University of Pennsylvania Law School and dedicated to the preservation and promotion of ethics and the rule of law in twenty-first century warfare, other transnational conflicts, and U.S. national security.
