Penn’s Michael Horowitz Testifies to House Subcommittee on Drones
Michael C. Horowitz, an associate professor of political science at the University of Pennsylvania and the associate director of Penn’s Perry World House, will testify in front of the United States House Armed Forces subcommittee on Seapower and Projection Forces, Thursday, Feb. 11.
During the “Carrier Air Wing and the Future of Naval Aviation” hearing, Horowitz will discuss how the U.S. can best leverage emerging technologies and develop the organizational capacity to retain its edge in projecting military power.
Horowitz’s research focuses on the field of military innovation, particularly emerging technologies, and the role of leaders in international politics. He is the author of Why Leaders Fight and The Diffusion of Military Power: Causes and Consequences for International Politics.
He is the co-author of the recent paper, “The Consequences of Drone Proliferation: Separating Fact From Fiction,” which summarizes the potential benefits and associated risks of using unmanned aerial vehicles, or drones, in areas of conflict and along contested border regions. The paper also explores the possibility of future drone-use trends.
Horowitz is also an affiliate of the Foreign Policy Research Institute, the Center for a New American Security and the Center for Strategic and International Studies.
